About Evana Newberry
I have worked on a wide variety of environmental compliance and contaminated sites projects as well as fisheries, wildlife, and natural resource mitigation, inventory, and monitoring projects. Following several years as a field biologist, I initially joined EA in 2011. Since joining EA, I stay current in fish and wildlife species identification, habitat shifts, regulatory jurisdictions and scenarios, and other natural resource topics. As part of my natural resources roles, I provide guidance for community outreach programs, environmental compliance support for both commericial/private sector and State/Federal contracts, including for the USACE, DOD, and U.S. Environmental Protection Agency (EPA). I help CERCLA sites find field approaches that are in compliance with and support the Site's ROD and ARARs. I routinely work on compliance, remediation, and contaminated sites projects performed in accordance with Resource Conservation and Recovery Act (RCRA) and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) processes (e.g. site investigations, remedial investigations corrective actions). My work as an oversight manager, and quality control specialist for field data has included managing/training personnel; developing forms and documents and tracking progress of field sampling efforts to ensure any deviations from the permit and/or work plans are documented, as necessary. I provide technical expertise and permit/mitigation approach writing for all project considerations. I am one of EA’s select staff whose role includes preparing and submitting Permit applications and inspections under CWA, RCRA, and the Migratory Bird Treaty Act (MBTA), and am trusted to discuss these topics with Regulatory agencies and to work towards developing feasible permit conditions and best management practices (BMPs) able to be implemented. I help work through specialized options for monitoring or mitigation requirements as they relate to contaminated sites. Based on my regulatory and field experience, I have developed training presentations, complete with general field strategies and general BMPs we expect for avoidance of species protected under the MBTA, Marine Mammal Protection Act, and Endangered Species Act, as well as inclusive of biosecurity (invasive species prevention) and Health and Safety considerations.
