Filemon Ray L. Javier is currently the Undersecretary for Legal and Legislative Affairs of the Department of Education. He was a Founding Partner of Tolosa Javier Lim and Chua Law Firm. He previously held the position of Legal Counsel in PMFTC Inc. He was a Senior Associate in Angara Abello Concepcion Regala & Cruz Law Offices (“ACCRALAW”) in its Litigation and Dispute Resolution Department. Prior to joining ACCRALAW, Mr. Javier served Quisumbing Torres Law Offices ("QT Law"), a member firm of Baker & Mckenzie, as an Associate in its Employment Practice Group. Mr. Javier obtained Second Honors distinction (ranked 3rd) from the Ateneo de Manila University, School of Law (“Ateneo Law School”) in 2010 and ranked 2nd in the Philippine Bar Examinations in the same year. Mr. Javier teaches Obligations and Contracts Law, Labor Laws, and Statutory Construction at the Ateneo Law School and in other law schools. He is also a lecturer in the Mandatory Continuing Legal Education for lawyers in the Philippines.
