Flávio Basilio is an economist with a solid track record as a C-Level executive, bringing strategic experience in Finance, Corporate Governance, Risk Management, Compliance, Macroeconomics, Foreign Trade, Technology, and Human Resources. He holds a PhD and a Master’s degree in Economics, and has held prominent positions at Banco do Brasil, in the federal public sector, and in regulated private companies. He currently serves as a Statutory Executive Officer, reporting directly to the Board of Directors, with responsibility for the Finance, Tax, Accounting, Information Technology, Cybersecurity, and Human Resources departments. He operates in companies supervised by the Central Bank of Brazil, such as Alelo, ensuring regulatory compliance, control integrity, and management excellence. He is also a Statutory Director at Livelo and Veloe. In 2023, he played a central role in the successful delisting of Cielo, reinforcing his expertise in strategic, regulatory, and investor relations processes. As CEO of BBTS – Banco do Brasil Tecnologia e Serviços, he led a transformation that reversed a loss of over BRL 90 million in 2020 and delivered two consecutive years of record net profits: BRL 64 million in 2021 and BRL 76.5 million in 2022. He raised ROE to 28%, driven by the launch of new products, efficiency gains, and client base expansion — resulting in up to 40% revenue growth in just one year. He also structured the first federal partnership with a startup, creating an innovative open banking solution. In the federal public sector, he held strategic positions such as National Secretary for Public Security, Secretary of Defense Products, and Deputy Secretary for International Affairs at the Ministry of Planning. He represented the Brazilian Government in complex international negotiations, including the attempted merger between Boeing and Embraer, where he acted as a technical and political liaison with both domestic and international stakeholders. He was also responsible for the financial structuring of Emgepron, enabling the construction of the Tamandaré-class frigates, and for the creation of the National Public Security Fund (FNSP) through the modernization of the lottery legal framework (Law No. 13,756/2018), securing permanent funding sources for public security policies. He is recognized for his ability to lead strategic projects, transform organizations under pressure, implement robust governance and risk management frameworks, and generate sustainable value with institutional vision and strong results orientation.
