About Floyd Council

Floyd Council is a veteran of the United States Army and a passionate 21st Century librarian with 25+ years of progressive library experience at all public library organizational levels. Floyd currently serves as Regional Director for the Metropolitan Library System in Oklahoma City. He serves on the Regional director’s leadership team where he plans, coordinates, and directs the general operations of the beautiful West Region of libraries,$6.5 Million in budget capacity, and 100 employees for Oklahoma largest County which includes the Capital of Oklahoma City. The West region, which consists of Bethany, Belle Isle, Northwest and Warr Acres are thriving, ethnicly diverse, and well used library communities across a large urban/suburban county. Floyd is the former Executive Director of the Jackson Hinds Library System in the State Capital of Jackson, Mississippi. Prior to Jackson, Floyd served as Executive Director of Birmingham Public Library System, Assistant Director of Public Service at DC Public Library and Regional Manager at (St Louis, Atlanta, and Broward County.) Floyd has also served as an Army Librarian. During the last 7 years in directorship roles, Floyd has exercised leadership capacity, refined executive skillsets, and produced the accomplishment of action goals in strategic planning, library business operations, human resources, labor relations(union/nonunion) budget, collection management, Information technology, E-Rate administration, public service management, library development, community engagement, and intergovernmental affairs while leading collaborative change, organizational transformation, and capital improvement projects. Floyd is an active member of ALA, PLA, and is a life member of the Black Caucus of the American Library Association. Floyd received his Master of Library & Information Science from the Florida State University in Tallahassee, FL in 2007 and was recognized as an American Library Association Spectrum Diversity Scholar in 2006. Floyd is the passionate father of Floyd Council Jr(18) and Jonathan Trevor Council(13) He co-parents with his best friend, Attorney Tanya Jones-Council.
