About Floyd Mitchell

Appointed as the Lubbock Police Chief in November 2019, I led a staff of more than 570 law enforcement and civilian members. Lubbock is a community covering more than 136 square miles, with a population of just over 265k residents.Prior to taking on the chief’s position for the City of Lubbock, I served over four years as the chief of police for the City of Temple, Texas. Temple is a community of 82k residents, covering 75 square miles.Before that, I served over 25 years with and retired from the Kansas City, Missouri Police Department. During my tenure with Kansas City, I served in multiple patrol, investigative and administrative assignments; working my way through the ranks to earn the rank of Major. Kansas City is a large, diverse community with a population of over 465k and a bi-state metropolitan population of more than 2.1 M that includes 15 counties.I hold a Master’s degree in Business Administration from Baker University. I am a graduate of the FBI National Academy Associates, Quantico, Virginia, and the Police Executive Research Forum’s - Senior Management Institute for Policing, Boston College. I have completed the Organizational Leadership for Executive course given by the U.S. Army and General Staff College, Fort Leavenworth, Kansas. I am a military veteran of the United States Air Force, completing tours of assignments in RAF Bentwaters, England and Pease AFB, Portsmouth, New Hampshire.I am a thoughtful, results-driven, strategic practitioner with strong leadership qualifications and proven experience managing all aspects of a law enforcement organization. I subscribe to and will continue to be a strong advocate for community policing, emphasizing that it is crucial that we in law enforcement take the first step toward finding new and engaging ways to connect and empower every segment of our society.
