About Forrest Barney

I have used the last 10 years of working as the Director of Administrative Services for one of the capitals premier non-profits to develop and hone my skills in facilities and operations management. As a graduate from the University of Maryland, I was able to develop critical skills in business administration, family law, psychology, public policy, social work and the core intersectionality of those areas. In 2015 I started working for the National Center for Children and Families (NCCF) and rapidly transitioned into the position of Director of Administrative Services. Within this position I have administrative oversight of the agency's owned and leased properties, facilities maintenance teams, the agency vehicle fleet and major capital items. I serve as the lead in negotiation and acquisition for all new property leases, equipment leases, and contractor selections. I have led in the acquisition and negotiation of over 5 million dollars in NCCF's office leases, securing 6 different locations at below market rate and providing NCCF over 1.2 million in savings. I also manage a capital repairs budget of for the maintenance and repair of a historic 12 Arce property that serves as NCCF's Maryland Headquarters. I have also managed and overseen the renovation of NCCF's affordable housing units with direct oversight of 18 new apartments over the last 5 years. I have overseen renovations to our facilities and infrastructure using funding from various streams including Maryland Bond Bills and Federal Grants. I have developed and written BOP and ERP's for our properties to prepare our facilities for various situations and have skill in developing and leading emergency response planning and implementation.
