About Fran Jensen

I am a licensed and board-certified physician leader and innovator with extensive experience in the development and implementation of models to transform the healthcare delivery system in State and Federal government. I have recently transitioned from the role of the Medical Director of the Office of MaineCare Services where I provided clinical leadership for their many value-based programs to increase access and quality of care to all MaineCare members; I continue to provide OMS with subject matter expertise to support several of their programs which have a clinical focus. I am now actively pursuing an opportunity that uses my experience in public payer systems, accountable care design, quality measurement and HIT, with a focus on patient goal-directed care with simultaneous provider burden reductions. While at the CMS Innovation Center, I led an incredible team in the State Innovations Group, where we were testing the ability of state governments to use their policy and regulatory levers to accelerate healthcare transformation efforts. Our models included: the State Innovation Models (SIM), the Maryland All-Payer and Total Cost of Care Models, the Vermont All-Payer ACO, and the Pennsylvania Rural Health Redesign Model. I have been recognized as an effective manager and mentor with a laser focus on team productivity, employee satisfaction and finding joy in work. I also served as the project officer for several SIM states which allowed me to develop an extensive national network of payers, providers, policy-makers, thought leaders and community organizations. In recognition of my commitment to using data to drive improvement and decrease provider burden through efficient workflows and actionable information ("Data is good, information is useful"), I received the Fabulous Partner Award from ONC. I am also dedicated to increasing access to Medication-Assisted Treatment for SUD and integrating behavioral and physical health in multiple clinical settings, particularly for underserved and vulnerable populations. When I lived in Maryland, I worked in a mobile van in Baltimore city operated by Behavioral Health Leadership Institute to assess and treat justice-involved individuals with OUD. I am especially proud of my written and oral communication skills with significant ability to foster action-oriented collaborations between multiple stakeholders, translate difficult concepts into understandable terms, and tailor information to the appropriate audience level using humor and
