About Francesca Ugolini

I help businesses and individuals deal with tax problems at all stages, whether it's figuring out the best way to report something on a tax return or litigating a high-stakes case against the IRS in federal court. I spent over 22 years at the Department of Justice’s Tax Division, including five years as the Chief of the Appellate Section. As the Chief, I directed all of the government’s civil tax litigation in the appellate courts and advised on trial strategy in the Tax Court, federal district courts, and the Court of Federal Claims. Earlier in my DOJ career, I handled a broad docket of cases involving numerous Fortune 500 companies and the full spectrum of tax issues affecting large and small businesses, tax-exempt organizations, and individuals. Before my government service, I worked as a tax associate in a global law firm, where I advised clients on corporate, tax-exempt, and international tax matters. Spending years as an appellate lawyer gave me deep insight into why tax problems develop at the earliest stages and how to avoid them. Having litigated hundreds of tax cases and argued over 60 cases in every federal circuit court, I know how to best position clients for success at all stages of a tax dispute.
