About Frank Browning

Frank Browning is an experienced law enforcement manager with a Doctor of Education in the field of Organizational Change and Leadership from the University of Southern California (USC). He is currently serving as a Police Lieutenant for the Palm Springs Police Department in California. Frank is concurrently employed as an adjunct professor at California State University San Bernardino (CSUSB) where he teaches courses at the undergraduate level in Criminal Justice. Frank is a dedicated professional who is exceptionally skilled in government, emergency management, public policy, special operations and events, disaster response, leadership, teaching, and coaching. Frank’s latest completed research focused on law enforcement’s community engagement and communication with the use of social media. The research led to Frank creating a systematic procedure process for law enforcement agencies looking to begin social media platforms that are effective in building and maintaining the agency's transparency, confidence, and relationships with their community members. This research provided an implementation and evaluation plan which aimed to ensure accomplishing the agency's performance goals by providing their administrators the knowledge, motivation, and organizational tools to effectively increase community engagement with the use of social media.
