About Frank McCann

After a career in policing at an operational, tactical and strategic level, I took several months off to care for my elderly father. My wife and I have now moved to New South Wales, where she works as a specialist nurse. I am now free to seek new opportunities, putting my knowledge, skills and experience to good use, while embracing new challenges.I have an excellent record of crime prevention and investigation, while improving (inter)organisational resilience, efficiency and operational effectiveness.I helped several organisations transform at strategic, tactical and operational levels, including as Senior Organised Crime Interventions Policy Officer on a 5-year EU environmental project to create a suite of interventions that all member states could employ. I helped Police Scotland develop and deliver its first ever Cyber Strategy, and made significant contributions to its Forensics Strategy, Environmental Strategy, Fleet Strategy, Violence Against Women & Girls (VAWG) Strategy, Digital Strategy, Estates Strategy and Public Contact & Engagement Strategy. Laterally, I completed a secondment as Design Lead on the transformative Middle Office Restructuring (MOR) Project for Police Scotland's Criminal Justice Services Division.As a Detective Inspector, I led a covert team, targeting the top 20% of organised crime groups in Scotland. I am an experienced Crime Scene Manager, Interview Advisor, Intelligence Manager and Disaster Victim Reconciliation Manager.As Chair of the Scottish Anti Illicit Trade Group, a multi-agency collaboration, my holistic, whole-system approach was acknowledged by the EU Intellectual Property Office as the model of best practice throughout Europe.I coordinated Scotland's part in multi-agency Euro/Inter-pol operations and received formal recognition from the Scottish Cabinet Secretary for Justice for my contribution to new legislation for the electronic monitoring of offenders and community justice.I regularly featured in media articles on tackling organised crime and have addressed national conferences on how to safeguard against emerging/ future threats.I participated in numerous academic studies, securing funding for several innovative projects.I helped shape strategies, priorities and meaningful performance indicators, receiving the Chief Constable's award for leading a team that made the greatest contribution to achieving Force aims.My main focus is on prevention/ early intervention; utilising innovative techniques to positively influence; knowledge, attitudes, behaviours, processes, systems and policies.
