Frank M. Winter, Health Insurance Specialist at the Centers for Medicare & Medicaid Services is the Partnership Manager for the Regional Office of External Affairs responsible for building and sustaining partnerships with providers, beneficiaries, and community organizations while keeping various communities abreast of policy and program changes through outreach, education, and earned media. Frank’s curriculum vitae contains many firsts including planning CMS’s first Regional conference on Medicare Modernization for the Asian American Community and, in partnership with the NYC Office of Viral Hepatitis, the first CMS special issues training for organizations serving patients with viral hepatitis. Most recently, Frank was one of the planners for Region II's "Bringing the Affordable Care Act Home" conference, developing a concept that linked ACA payment reform and innovation programs with HIT initiatives to foster collaboration between partners to improve management of chronic disease and population health.
