About Fred Etheridge

Fred Etheridge is the Assistant General Counsel for the East Bay Municipal Utility District. His responsibilities include advising on complex water rights matters and related environmental law issues for the District. He served as lead counsel for the District from in the Sacramento-San Joaquin Bay-Delta water right hearings before the State Water Resources Control Board. That multi-party proceeding allocated responsibilities for meeting environmental flow standards to protect beneficial uses in the Delta. He advises on and negotiates water transfers, and practices regularly before the State Board. He focuses on resolving problems; he recently negotiated settlement of longstanding protests on the District’s water right petitions. He is a member of the Association of California Water Agencies’ Legal Affairs Committee and the California State Bar’s Environmental Law Section. He has spoken at conferences and meetings on environmental, land use and public law and has presented guest lectures on environmental and water law at U.C. Santa Barbara, Golden Gate University School of Law and U.C. Davis. He received his BA in Political Science and Environmental Studies at U.C. Santa Barbara. He then received his J.D. from the University of Utah College of Law, where he graduated in 1986.
