About Frederic Duguay

I am a results-driven executive with over 15 years of experience in corporate law, board governance, government affairs, and compliance. I have had the pleasure of working across both private and public sectors and am currently serving as the General Counsel & Corporate Secretary at the Canada Infrastructure Bank (CIB). As the CIB’s first legal executive, I have scaled and led a team of professionals responsible for overseeing the CIB’s legal, compliance, enterprise risk management, and corporate governance activities. This role has involved guiding the organization through significant growth phases and contributing to over $15 billion in investments across 100+ infrastructure projects that deliver sustainable economic growth, reliable clean energy, and job creation. My work has been profiled in Canadian Lawyer magazine, and I have received nominations from my peers for awards such as the Canadian General Counsel Awards, recognizing excellence within the In-House Counsel community. Before joining the CIB, I advised boards of directors and management teams facing governance challenges and special situations, as well as developed policy initiatives and regulations at Canada’s largest capital markets regulator. My efforts have shaped public company governance and disclosure practices in Canada. In addition, I serve on the Board of Directors of TFO, a provincial Crown corporation that produces a broad range of educational and cultural broadcasting and communications services to meet the needs of the francophone community.
