About Frederick Winchell

Fred is currently managing professional staff located throughout the U.S. that are engaged in providing hydropower licensing and compliance support for power producers and in assisting the Federal Energy Regulatory Commission with preparing NEPA documents to support its licensing decisions. The group has prepared over 130 NEPA documents on licensing actions over the last 22 years, covering many of the most complex and contentious proceedings. Fred’s primary area of expertise is the evaluation and mitigation of the effects of water resource developments on aquatic resources, with a focus on hydroelectric projects. Although he moved home to Massachusetts in 1990, he has continued to work on western projects in California, Oregon, Idaho and Washington State. He has led large-scale field and laboratory studies and authored or co-authored several EPRI review documents and databases on the topics of fish passage and fish entrainment. For the past decade, much of his work has involved managing or contributing to NEPA reviews on the licensing of hydroelectric and hydrokinetic energy projects. His work on emerging technologies has included licensing of wave energy and hydrokinetic energy projects, and his work on relicensing has included numerous large and/or contentious proceedings including the Wells, Hells Canyon, Klamath, St. Lawrence-FDR, and Pelton Round Butte projects. Fred currently resides in Lincoln, Massachusetts.
