About Garry Baker

Highly experienced environmental and local government land use planner, supervisor of planning staff, and Design Committee Chair of the Montrose Development and Revitalization Team (DART). Recently I have authored the McInnis Canyons Visual Resource Inventory, Riverbottom Park Master Plan, Uncompahgre Singletrack Plan, Downtown Design Guidelines, and other projects. I advocate for people-friendly urban design and development that takes natural resources into account. I am familiar with the BLM's Visual Resource Inventory System, and Visual Resource Management System. I know every type of local government development review from the inside out, from variances to annexations. I have authored numerous land use ordinances, such as accessory dwelling units and a river corridor overlay zone. I have supervised professional planning staff, and have mentored a number of planners. Among my other skills are citizen engagement, grant writing, ADA compliance, infrastructure design, public presentations, preparation of reports for lay boards, facilitation of public meetings, and explaining planning principles in terms the general public can understand. I am proficient in many computer applications, including GIS, presentation software, SketchUp, Adobe Professional, and others. I have implemented a complete modernization of the City of Montrose Planning Services division with electronic permitting software. I take pride in having an encyclopedic knowledge dof planning tools to solve real-world problems.
