Senior Defense Executive | Retired U.S. Army Colonel | National Security Strategist Defense Consulting | Board Leadership | Academic Collaboration With over 40 years of distinguished service across military and civilian defense sectors, I bring a unique blend of combat-tested leadership, strategic policy development, and deep expertise in test and evaluation (T&E) of major defense acquisition programs. Most recently, I served in the Senior Executive Service as the Deputy Director for Land and Expeditionary Warfare within the Office of the Secretary of Defense, where I oversaw operational and live fire testing for 70+ major defense acquisition programs valued at over $70B. My work has shaped integrated T&E policy, advanced the use of AI and cyber technologies in acquisition pathways, and guided the Department of Defense through transformational change. Previous roles include: • Commander, 1-37 Armor in Baghdad during Operation Iraqi Freedom (Presidential Unit Citation) • Senior Military Advisor to the Director, Operational Test & Evaluation • Executive Officer for Strategic Policy, Initiatives & Emerging Technologies • Aide de Camp, Deputy Commander, U.S. European Command I’ve led cross-agency teams, briefed Congress, managed billions in resources, and helped ensure our nation’s warfighters are equipped with effective, survivable systems. I was honored with the OSD Group Achievement Award for my leadership in creating DoD’s first joint T&E policy and strategy guidebook.
