With over three decades of project management and engineering leadership under my belt, I currently serve as the Deputy Chief of the Engineering Division at the US Army Corps of Engineers (USACE)- New England District. With over 20 years as a supervisor with the Corps, I am committed to meeting execution requirements for schedule and budget while providing quality technical products to meet the Corps' mission to strengthen our nation's security and infrastructure, energize the economy, and reduce risks from disasters.My core competencies include project and program management on large/complex projects across multiple programs, technical/design oversight, federal procurement (especially A-E), quality management, data analysis, resource/financial management, budgetary systems, and supervision. I have proven experience identifying and implementing programmatic improvements in business processes and quality management across systems and operational methods to include process mapping, system documentation, and development of templates, and training.My extensive background in A-E Contracting makes me one of the foremost experts within USACE. That experience includes: • Chair of selection or pre-selection boards on 9 indefinite delivery contracts and 3 project specific contracts. This includes acquisition planning, developing market research, developing the synopsis and selection criteria, managing the selection process, and supporting negotiation of labor rates.• Contracting Officer’s Representative on > 100 task orders across multiple programs. Includes: scoping, estimating, negotiating, preparing award documentation, administration, and management. • Instructor for USACE’s A-E Contracting course (2001-present) and contributor to USACE’s A-E Contracting policy, Engineering Pamphlet (EP) 715-1-7.Supervisory experience includes tenures as New England District Deputy Chief of Engineering/Chief of the Technical Support Branch since 2019, New England District Chief of Design Branch (2013-2019), and Europe District Chief of Environmental Branch (2003-2005). Highlights from my experience as a Project Manager (PM)/Engineering Technical Lead (TL) include being the initial TL for the National Museum of the US Army from planning through concept design (2007 - 2012), the PM for the USACE - Europe District's 2002 project of the year, and the initial TL for EPA’s General Electric/Housatonic River Remediation Project ($500 M).
