Currently work for a small Minority Business Enterprise as Director of Operations. Work tasks include proposals, budgeting, HR, scheduling, overseeing engineering/survey (planning, design, and post award services), etc. for the office and accompanying staff which includes engineers, surveyors, drafters, construction managers, construction inspectors, and administration. My personal work experience has encompassed the following categories, along with a basic explanation of some of my capabilities: Utility Operations Budget and Efficiency Assessment – understanding of the inner operations and easily able to find inefficiencies and places to trim the budget without sacrificing service. Strategic Planning & Risk Assessment – identifying and determining client project imperatives and balancing with consideration of all factors both internal and external provide the ability to properly manage risk and plan years into the future. Program Management – CIP Planning for large municipalities including the defining of projects, project ranking/scoring, and scheduling over a 40-year life-cycle. Wastewater/Water Utility/Municipal Engineering & Design – able to assess, create, and design everything from pipeline to pump station to water and wastewater facilities. Civil/Site Engineering & Design – familiar with site development incorporating survey, stormwater management, erosion & sediment control, road and entrance design, utility design, as well as all aspects of permitting. Construction Management & Inspection – previously owning a construction firm allows working through the various issues that arise more easily, along with being capable of critical path scheduling for resources, budgeting, equipment, and materials. Facilities Operations & Management – familiar with utility operations and managing treatment facilities. Public/Private Sectors – having worked for both sectors allows a greater understanding on how things work, delivery options, and how to get things completed. Expert Witness Testimony – testified several times for water, wastewater, traffic issues that involved large utilities and their operations.
