Mr. Springer was the first Secretary-General of the Gulf of Mexico States Accord, an international compact between the Mexican and US Gulf states, a position to which he was unanimously elected in He was appointed by the US Secretary of Transportation to a three-year term on the Maritime Transportation System National Advisory Council in 2006, representing the Gulf of Mexico region. In his 30+ year career as an executive in large professional services firms, as a private consultant and as a non-profit executive, he has advised governments and private corporations on trade and investment promotion, trade policy and negotiations, government affairs, business and trade strategies, strategic communications, image-building, market expansion, economic development strategies, and crisis management.
