Accomplished professional with senior level management experience in private legal practice, public service and international development. Expert knowledge of commercial law, human rights and criminal law. Exceptional, if not unique, experience in rule of law and transitional justice programming. Led the rebuilding of Rwanda’s public service and justice systems from the ground after the 1994 genocide. Directed the most extensive prosecutions of genocide and crimes against humanity by any state or international tribunal since the adoption of the Genocide Convention. Proven experience of investigation and prosecution of high profile white collar crime and corruption. Demonstrated experience of providing legal advice to the highest levels of government on very wide range of legislative, governance, treaties and contracting matters (including contracts relating to infrastructure development, aviation, telecommunications and energy). Served on high level national commissions, including national privatization commission, commission to formulate proposals to establish Gacaca courts to try genocide cases, commission on reform of national procurement systems and several ad hoc law reform commissions.
