Commerce Act 1986 – policy analysis on dominance & substantial lessening of competition. Investigator at the Commerce Commission. GATT Uruguay Round Trade negotiations – working on 11 negotiating groups, & putting forward the one country one vote system eventually adopted in the WTO. Trade reforms - anti-dumping, lowering tariffs, removal of import licensing. Energy Sector Reforms - changing trust boards to companies in 1993, & regulatory changes for the system and safety. Health reforms 1998 - designing and implementing the conversion of four Regional Health Authorities into the single Health Funding Authority (HFA), & changing Crown Health Enterprises into not for profit Hospital and Health Services (HHSs). Health Reforms - in designing and implementing the disestablishment of the HFA and HHSs, and replacing them with District Health Boards. Designing law changes for merging of health professions into one umbrella Act - the Health Practitioners Competence Assurance Act. Designing and implementing legislation and control techniques for assisted human reproduction, genetics (including cloning), use of stem cells, xenotransplanation, and other frontier issues in managing safety in health procedures. Designing and implementing the Epidemic Preparedness legislation. Managing the strategy for prosecutions, fraud, and litigation in commerce, health, and the education sector. Settling class actions in the health sector arising out of the Gisborne Cervical Screening inquiry, Lake Alice abuse claims, and contaminated blood (Hepatitis C claims).
