About Greg Phillips

Currently I serve as the Northern Project Manager for the West Virginia Department of Environmental Protection Office of Special Reclamation.(OSR) My team is responsible for reclaiming abandoned coal mine sites and treating Acid Mine Drainage (AMD) in northern West Virginia. My territory includes over 230 mine sites, 113 NPDES discharge points where active treatment is occurring. Our office began a watershed treatment program the first of its kind in the United States in 2018. My area spans over square miles of West Virginia. I also have over 20 years experience in golf course maintenance, development and construction, Projects include 27 hole addition to Prestonwood Country Club in Cary, NC and serving as Project Manager/Agronomist on a 43 Million dollar resort development project. Project was a unique public/private partnership between McCabe-Henley Properties, the State of West Virginia and the US Army Cops of Engineers. Resort features an 18 hole Palmer Signature course, 194 room lodge, 12 cabins, three restaurants, day use area and camping areas in Weston, WV. Over the years my duties have included formulation of Request for Proposals (RFP) for design/build projects, playing a lead role in responding to concerns expressed in environmental assessments, acquisition of Army Corps of Engineer and State regulatory/construction permits such as Nationwide 404, Public Land Corporation and NPDES. In addition to project management, I have extensive experience in project inspection. I am a contributor to publications such as Golf Course News and Superintendent Magazine. Articles include such topics as permit acquisition, pesticide application as well as the design and installation of a groundwater monitoring programs.
