About Guy Winebrenner

Throughout his over 40 years of professional experience, Guy has focused on the planning, design and construction of power, natural gas and water infrastructure projects. Twenty years of this experience was in key management positions at investor-owned utilities where he was responsible for complex engineering projects and programs. His experience in the energy sector includes both nuclear and fossil generation, as well as power and natural gas transmission & distribution. He has participated in various programs, task forces and studies conducted by EEI, EPRI, NEI and AGA, dealing with a variety of issues facing the regulated utility industry. During his work in the utility industry,he was responsible for the development and implementation of several major strategic programs that required the review and approval of federal and state regulatory bodies. This required him to evaluate and present the impact that the proposed resource commitment and accounting treatment for these programs would have upon shareholders, customers, competitors and regulatory compliance. This work gave him familiarity with the need to balance the life-cycle costs of projects, along with reliability, environmental impact, regulatory compliance and public interests. Guy has also supported the licensing and permitting of major utility projects including nuclear and fossil power plants and transmission lines. This work has included review of both safety-related issues (seismic, flooding, extreme weather, geotechnical failure, transportation and industrial accidents) as well as assessment of the potential impact that such projects might have upon ecological, cultural, historical and socio-economic systems. Guy has developed and taught courses in water resources and construction law at the university level and has delivered technical presentations and training in both internal and external venues. He has also testified as an expert witness in numerous regulatory forums.
