About Hal Belmonte

I am a materials specialist that has developed expertise in infrastructure Asset Management. After University I worked at Thames Water where I developed specialist knowledge in determining the condition of small and large diameter pipe networks as well as carrying out failure analyses and investigations. Through this role I gained experience in pipe networks and I am well versed in pipe network assessment methodologies and processes. One of my key roles at Thames Water Utilities was the investigation of significant burst events on trunk mains, which entailed ensuring the capture of vital evidence at site, defining the required laboratory investigations, supervising contractors to carry out the laboratory experiments, verifying the results and contractor's reports, and reporting the key findings and likely cause of failure, which for significant bust events would be reviewed by the Thames Water EMT. I then gained experience in infrastructure Asset Management, where I assisted Municipal clients with compiling asset registers, backlog studies, infrastructure asset management plans (covering all the key sectors: water, sanitation, roads, stormwater, electricity, solid waste, buildings and municipal facilities) and comprehensive municipal infrastructure plans. More recently I have been working with a range of clients helping them improve their understanding of their asset portfolio, asset management panning, strategic planning, asset management policies, assessing and improving their asset management practices. I have been involved in a number of multi-disciplinary projects and was the project leader and technical lead on several key projects for Aurecon (Western Sydney Airport (2020), City of Tshwane Asset Management project (2018-21) and Ekurhuleni Metropolitan Municipality Asset Management Project (2012-15) and for Thames Water Utilities (contributed to the Trunk Mains PR09 submission to Ofwat). I am member of the Institute of Materials, Minerals and Mining (IOM3) in the UK, a registered Chartered Engineer with the Engineering Council (UK), and a registered Chartered Scientist with the Science Council (UK). a Certified Asset Management Assessor (CAMA) by the World Partners in Asset Management, a Certified Senior Asset Manager (CSAM) by the Southern African Asset Management Association, a Certified Practitioner in Asset Management (CPAM) by the Asset Management Council of Australia.
