Background
About Heather Evans
I am working on issues at the intersection of economic and national security, with an emphasis on critical and emerging technologies, standards, and advanced manufacturing. In 2023-2024, I directed the Manufacturing Unit in the International Trade Administration. The Unit is dedicated to enhancing the global standing of U.S. industries. With expertise in international trade and a strong technical and policy focus on sectors like transportation, energy, environment, health, semiconductors, and IT, the teams work to position American businesses at the forefront of innovation in markets worldwide. Previously, as Senior Technology Advisor for the Secretary of Commerce and Program Coordination Office Director at NIST, I spearheaded strategic initiatives that fostered collaboration and set the direction for standards and technology developments for AI, cybersecurity, biotechnology, and advanced manufacturing. My PhD degree in materials science underpins my approach to complex policy challenges, ensuring that industry and analysis efforts are informed, targeted, and effective.
