About Heather Hurt

Heather Eklund is a seasoned energy conservation professional and program manager with over two decades of experience in the field. She is currently serving as the Program Manager for the King County Housing Authority (KCHA) Weatherization Program, the largest funded weatherization program in Washington State. With her leadership, the program has consistently doubled its spending under the partnership with Puget Sound Energy and converted to a fully electronic and paperless platform in just three years, enabling remote work capability even during the COVID-19 pandemic. Heather's extensive experience in energy conservation has also been leveraged in the development of standard operating procedures and pilot programs aimed at improving household conditions for low-income families. In her previous role at Seattle City Light, Heather worked as an Energy Management Analyst Assistant and a Customer Energy Solutions Energy Advisor. During her time there, she was responsible for responding to leads and permit applications, evaluating building systems, conducting virtual audits with customers, and providing guidance on cost-benefit analysis of efficiency measures. Her expertise in the field was further honed through her Bachelor of Science in Sustainable Building from South Seattle College. Heather is the active chair of the Washington State Weatherization Policy Development Committee and a member of the King County Housing Authority Data Governance Committee, where she is responsible for evaluating program rules and advocating for policy changes to make programs more accessible and less complex. With her wealth of experience and deep commitment to serving the low-income community, Heather is poised to continue making a significant impact in the energy conservation field.
