About Heather Skilling

I have worked in water and sanitation for 30 years with a focus on commercially viable approaches to increasing sustainable and affordable access to services. I have experience in developing transactions and partnerships (leases, management and service contracts), developing pro-poor solutions (including regulatory approaches, engagement with small scale operators, and working with utilities to find ways to serve low income customers), and utility reform (non revenue water reduction, institutional reform, and efficiency improvements). Sample sector-level projects include water sector financing reform in The Philippines (WB), development and implementation of a management contract in Guyana (DfID,WB), options analysis and development in Ghana, Malawi, Philippines, and Chongqing (WB), and development of regulatory guidelines for MWSS (ADB). As a WSSH specialist with DAI, I support USAID projects including projects in Haiti, Kenya, and the Philippines. I work with the World Bank on selected assignments - most recently development of Joining Forces to Combat Protracted Crises : Humanitarian and Development Support for Water and Sanitation Providers in the Middle East and North Africa. Formerly Senior Water and Sanitation Advisor in USAID's Office of Water - managed work including the SUWASA contract and the Africa component of FABRI. I was Vice President and Director of the Regulation and Private Sector Participation Practice at Stone & Webster Consultants, Senior Manager with the Emerging Markets Practice at Deloitte, and a freelance consultant to ADB, DfID, GIZ, KfW, USAID and WB. I sat on the Steering Committee of Sanitation and Water for All (SWA), the Program Council of Global Water Operators Partnership (GWOPA), and am pleased to be a Trustee of WaterAid UK.
