About Howard Barber

I have worked in the business industries of accounting, taxation, budget and education for over 20 years. I am the Assistant Superintendent of of Finance & Operations for the Old Rochester Regional School District & Mass School Superintendency Union # 55 in Mattapoisett, Mass. My responsibilities include working on the budget and providing accountability for funding of General Funds from local town sources, State Aid, Federal & State grants and Revolving Funds. In addition, I manage and maintain departments of Payroll, Accounts Payable, Procurement, Transportation, Facilities, Food Services, Technology and Human Resource of the District. I am licensed with the Department of Elementary & Secondary Education as a School Business Official (SBO) and a Superintendent/ Assistant Superintendent, which has expanded my knowledge of the services and responsibilities within a School District. I am certified as the Chief Procurement Officer by the Mass. Office of the Inspector General to ensure that we abide by strict Procurement Laws. I have been heavily involved with our Massachusetts Association of School Business Officials. As a Past President, I have opportunities to work with many fellow SBOs in organizing and providing various types of Professional Development (PD) in various Academic Institutes, Bi-Monthly Seminars, in addition to organizing our normally four (4) day pre-conference and annual institute in the 2020 year that was converted to a virtual program in less than a months time. Involvement with building PD brings resources and knowledge to be used in my profession. I am on multiple committees within the Association of School Business Officials International. As this organization helps SBO's become the leader(s) that school districts need by providing PD and services that promote the effective use of educational resources and best practices in school business management. I hold roles as a Committee Planning Member for Annual Conference & Expo, on the School Business Affairs Editorial Advisory Committee, the Boot Camp Planning Committee, as well as a PD presenter. I have been in public accounting for over 20 years as a Certified Public Accountant, preparing individual and business income tax returns, general accounting procedures for budgeting and accounting, tax research, engagement planning, and special projects, in addition to many other advisory services. I take great pride in all of my work responsibilities, the relationships & collaborative teamwork build at work, and constantly look forward to all future endeavors'.
