About Ian Klein

As a Senior Fiscal and Policy Analyst at the California Legislative Analyst's Office, I lead in-depth analyses of California's public higher education budget, including the University of California, College of the Law San Francisco, and the State Library. I develop nonpartisan recommendations for the Legislature on funding proposals, analyzing the fiscal and policy impacts of complex higher education initiatives, such as enrollment growth, capital projects, and student support services. I also provide written reports and deliver public presentations to legislative committees, offering clear actionable recommendations to inform decision-making. Additionally, I develop annual budget forecasts and multiyear expenditure projections, and conduct fiscal analysis of statewide ballot initiatives. With a Master of Public Policy from the University of Maryland Baltimore County, a Master of Public Administration from Kean University, and a Bachelor's degree in Political Science and Government from Drew University, I have a strong academic background in public policy and administration.
