About Ian Shepherd

I am an experienced policy and legislative leader and manager. I have a strong record of delivery and innovation at state and national levels, including in difficult and contentious areas. I initiated and led the design and delivery of many major reforms including Victoria’s Transport Legislation Review and its headline Transport Integration Act. In recent years I played key legislative and policy roles in the development of major Victorian health regulation policy and legislative initiatives in Covid 19 and broader pandemic management as well as mental health and wellbeing. This work resulted in nation leading regulatory schemes and statutes. I am the father of the Transport Integration Act, Victoria’s key transport policy and regulatory statute. My other career highlights include design and delivery of schemes pursuing contemporary policy and legislation for diverse areas such as rail, bus and marine safety, heavy vehicle transport regulation, national road rules, national dangerous goods regulation, national and state compliance and enforcement, institutional design including establishment of new statutory bodies and offices, transport investigations, taxi and rideshare reforms, public transport, accident towing and major transport projects facilitation.
