About James Freeman

James has 20 years of experience working in support of public land management agencies including the US Forest Service and National Park Service and nonprofit organizations such as American Trails, the Professional Trail Builders Association, and the National Off-Highway Vehicle Conservation Council. His breadth of experience includes the administration of large social science research projects, environmental analyses, policy advising for NEPA and partnerships, and implementation of change management for large process improvement efforts. James is very engaged in the recreation and public lands communities and is frequently invited to speak at conferences about his work and how people may better engage with the public, partners, and land managers. Items of note in James’ work background: • Managed a team of 8 in the day to day operations of a $3M/yr process improvement and change management project at the US Forest Service. • Interviewed over staff in requirements and business process analyses; trained the same number of people (or more). • Was the Forest Service’s go-to man for in-person field training and executive presentations. • Represented Phase One and the Forest Service on the President’s Council on Environmental Quality’s NEPA Pilot Project Working Group for work at the Forest Service. • Led internal initiatives, such as an Open Government Community of Practice. • Led an 8-week project to deliver a from-scratch comment analysis application to the government of Peru. • Devised and implemented a Salesforce Not-For-Profit Service Offering. • Helped shape and re-shape FEMA’s IT Modernization plan. • Wrote Congressional testimony for members of the National Association of State Foresters. • Conducted business analyses identifying process improvements and identified areas of contract waste and fraud at the National Nuclear Security Administration (while at the GAO). • Implemented guerrilla marketing campaigns for Red Bull North America. • Backed a bus on top of a car.
