James Silver Chief Legal, Regulatory & Administrative Officer at Cognoa James Silver is experienced in creating operating value and accelerating performance within life sciences and technology companies to help them scale exponentially. He is trained as a corporate and technology transactions lawyer, and is admitted to the bars of Massachusetts, New York and Ontario. James has led extensive corporate development activities including various financing events, company reorganizations, complex licensing, acquisitions and divestitures, pipeline strategy and development, and instituting and leading high-performance cultures. Over his career, he has worked closely with both startups and commercial stage companies, and has led teams in legal, regulatory, quality, compliance, human resources, facilities, investor relations, public relations, business development, and operations. Prior to Cognoa, James served as Chief Operating Officer at Oligon, a company developing a new class of multimodal RNA therapeutics that can simultaneously silence numerous disease targets with a single RNA molecule. Earlier, he served as Vice President, Corporate Development, at Systems Oncology, a company that uses AI to discover and develop novel cancer drugs. While in private practice, most recently with Wilson Sonsini, James advised numerous life sciences companies as they scaled through their lifecycle, as well as the venture capital and private equity firms that financed them. James had a particular practice focus on strategic partnering and commercialization for pharmaceutical and biotechnology companies, including asset sales and spinouts, product development, global manufacturing and distribution, and mergers and acquisitions. He worked closely with his clients to build, scale, and monetize their technologies worldwide. James was educated at University of Toronto, University of London, and Osgoode Hall Law School.
