About Janvier Mwitirehe

Janvier Mwitirehe is a highly skilled Monitoring, Evaluation, and Learning (MEL) specialist with over 20 years of experience in program design, financial management, capacity development, and public health. He holds a Master of Public Health (MPH) in quantitative and econometric methods and is currently completing a Ph.D. in Data Science, with a focus on improving MEL systems through data-driven insights. Janvier is responsible for managing USAID’s health portfolio, overseeing indicators related to malaria, maternal and child health, nutrition, and WASH. His work emphasizes the use of data to drive program performance and improve health outcomes. As Vice President of the Rwanda Monitoring and Evaluation Organization (RMEO), he has led numerous initiatives to strengthen MEL practices and promote evidence-based decision-making. Janvier has been instrumental in advancing MEL practices through collaborative efforts with various national and international organizations. He has been involved in designing and coordinating capacity-building programs, such as the EvalPartners Peer-to-Peer (P2P) Grants Program, which focuses on leveraging evaluation tools for effective responses in challenging environments. His contributions also include facilitating global events like gLOCAL Evaluation Week in partnership with the Global Evaluation Initiative (GEI) and moderating sessions at prominent conferences such as the African Evaluation Association (AfrEA) International Conference. As the founder of Horizon of Excellence Ltd, Janvier is recognized for his role in M&E capacity development, including creating a professional MEL career pathway and curriculum. Fluent in English and French, Janvier is adept at navigating diverse cultural contexts and skilled in data communication, tool development, and strategic reporting. His commitment to continuous learning extends to GRE exam preparation, where he provides training for aspiring international students. Janvier’s strong problem-solving skills, ability to prioritize tasks, and focus on accountability continue to drive meaningful contributions to development initiatives and capacity-building efforts in Rwanda and beyond.
