Background

About Jason Chao

I lead technology and digital projects that make a measurable difference to people's lives — whether that means building AI systems that cut casework response times, developing research software adopted across eight institutions, or directing a programme that supported over immigrants settling in the UK.My background spans non-profit leadership, research, and software engineering. I run an immigrant support organisation where I've secured £1.1 million in government and foundation funding, managed a team of 40+ staff and volunteers, and led the development of AI-powered tools using retrieval-augmented generation and large language models to transform how we deliver services. Before and alongside that, I spent five years as a researcher and research software developer, building distributed analysis tools for mobile privacy and security research, and over a decade delivering commercial software. What connects all of this is a focus on taking complex technical possibilities and turning them into things that actually work for real users — on time, within budget, and with clear outcomes. I bring PRINCE2 methodology to how I plan and govern projects, but I also bring the pragmatism that comes from having written the code, analysed the data, and sat across the table from funders and policymakers.I hold an MSc in Big Data and Digital Futures (Distinction) from the University of Warwick and an MA in Human Rights Law (Merit) from SOAS University of London. I'm a certified PRINCE2 v7 Practitioner and hold a Cambridge CELTA.I'm currently exploring full-time programme management, digital transformation, and AI leadership roles — particularly in the charity, public, or research sectors where my skills and experience can create the most value. Open to conversations.
