About Jeff Collins

I am part of a team of environmental engineers that support compliance and conservation efforts at the Boeing Everett manufacturing facility. I currently lead hazardous waste compliance for two large, one medium, and several small quantity generator facilities in the Everett, Washington area. I have extensive knowledge of environmental regulations and developing programs that ensure compliance with them. As the hazardous waste program lead I ensure compliance with applicable regulations and company policies. This includes meeting the requirements of the federal Resource Conservation and Recovery Act (RCRA) and Washington State Dangerous Waste regulations. I provide guidance to support organizations and waste generators at the facilities using many forums, including shop walks, informal and formal meetings, bulletins, trainings, and process documents. I conduct hazardous waste determinations and develop waste profiles to ensure proper shipment, treatment, and disposal of the waste. I have extensive experience managing industrial and construction stormwater programs. This includes a thorough understanding of stormwater regulations, permit applications, stormwater pollution prevention plans, and establishing a comprehensive compliance programs. I have developed many trainings, written procedures, and established compliant processes at multiple industrial facilities. Other experience includes leading environmental emergency response efforts and acting as the primary interface between regulatory agencies and response organizations. Developed and maintained several emergency response plans. I have a deep working knowledge of the ISO 14001 environmental management system and have conducted many internal compliance and conformance audits. I have had the opportunity to serve in many temporary leadership positions for Boeing Everett environment and safety teams. This includes several stints as an interim environmental leader and as a safety leader for the 787 Airplane Program. I was selected and served as an Innovation Cell Engineer for the Airplane Program for nine months. In this role I evaluated shop manufacturing concerns and developed solutions to improve efficiency, ergonomics, and safety. This was achieved primarily by meeting with teams to understand issues and using rapid prototyping to find solutions. Many of the solutions were achieved using CATIA CAD modeling software and 3D printing.
