About Jeff Osborn
Jeff Osborn worked for AT & T for 28 years, after completing his BS at Cornell University and MS at Stanford University, both in Operations Research. He joined Bell Laboratories (pre-trivestiture) in 1978. He received a patent on a highly secure Cryptographic Key Distribution protocol in 1986. Since then he has provided Architecture leadership and consulting to many Government agencies: the WHCA, DoS, NSA, CIA, IC/DNI, and DoD. He has provided the CIO’s of these organizations with both Architecture Process methodologies in conformance to Government legislation and Executive guidance as well as Architectural Blueprints for incrementally transitioning their systems and networks from baselines, which he created, to a target architecture. Throughout his career, he has provided support to several Government-sponsored committees and working groups from architecting the Secure Video Teleconferencing Service for the President, to defining the initial JWICS architecture for the Intelligence Community, to conceptualizing the Army’s Warfighter Information Network Architecture for the soldier, and to impacting the NRO/AF Transformational Communications Architecture. Because of his comprehensive knowledge of the information technology and communications for the C3I Community from the foxhole to the Oval Office, he was recruited by the Johns Hopkins University Applied Physics Laboratory to be the Chief Architect for their Asymmetric Operations Department which supports the DoD and Intelligence Community. He is currently the Chief Architect for APL reporting to the CIO. Specialties: Enterprise Architecture
