For more than 25 years, Jeff has worked with clients, payers and providers to develop and innovate within healthcare systems, focusing on regulatory compliance and payment integrity. Jeff transforms knowledge of coding rules, payer-provider contracts and Federal and State regulatory requirements into significant and sustainable recovery opportunities specific to payment method and contractual/regulatory provisions. Jeff has broad experience delivering results for Federal and State entities and Commercial enterprises. This includes positions as Director of Audit Team for CMS Recovery Audit Contract, returning over $1.5b to the Medicare Trust Fund, Director of Audit Team for six State Medicaid Recovery Audit Contracts returning over $250m, and responsibility for delivering recoveries of over $350m for commercial insurance plans. As Chief Administrative Officer for Penstock, Jeff brings his extensive experience to a new challenge— the reimagining of how care is paid for. He and his team are pursuing the development of policies and practices that go to the source of systemic payment design, so Penstock can effect lasting results.
