About Jenna Downes

With over 16 years of experience in the construction industry, I am driven, proactive and committed to creating positive, lasting outcomes across major infrastructure projects in Victoria.Over the past four years, I have contributed to some of the state’s largest Big Build programs, beginning as a Diversity and Inclusion Manager where I implemented initiatives to increase workforce participation in line with key government policy commitments—including the Building Equality Policy, Social Procurement Framework and Local Jobs First (MPSG). I delivered multiple blue‑ and white‑collar training programs and partnered closely with industry, community organisations and education providers to support meaningful and sustainable employment pathways.I currently lead the onboarding, training, and workforce development function for the M80 Ring Road Alliance, ensuring all personnel met project‑specific and regulatory compliance requirements through compliance systems including 3D safety ad Damstra. I play a key role in supporting workforce capability across the alliance by ensuring staff have the skills, training, and resources needed to perform safely and effectively. This includes monitoring competency requirements, coordinating development opportunities, and working closely with teams to address gaps and strengthen overall capability.Earlier in my career, I built a strong foundation in bid development, collaborating with SMEs and cross‑functional teams to produce persuasive, high‑quality proposals in the civil, infrastructure and maintenance sectors across Victoria and South Australia. My open communication style and can‑do approach contributed to securing numerous high‑profile bids for MACA Civil and Infrastructure.I bring comprehensive knowledge of government policy requirements and extensive experience working with clients, Victorian Social Benefit Suppliers and education partners. These relationships have enabled me to design and deliver robust strategies that drive strong outcomes in Social Procurement, Diversity and Inclusion, and Workforce Development.I am passionate about shaping a more inclusive, skilled and future‑ready construction industry—and I thrive in environments where collaboration, innovation and people‑focused solutions are valued.
