About Jerome Faucet

For more than 14 years I have been working for INGOs with various and progressively increasing responsibilities, mainly focusing on Disaster Risk Reduction, Anticipatory Humanitarian Actions, Climate Change Adaptation initiatives, and Community Based Natural Resources Management. With the German Red Cross (GRC), I have been focusing my work on the impacts of heat waves in urban setting and the impacts of cyclone-induced floods in the coastal provinces of Vietnam. For those projects we have implemented a new approach – Forecast-based Financing (FbF). With FbF, forecast information is used to act in anticipation of an extreme event, rather than responding afterwards. A threshold for an extreme event is identified, which triggers the activation of pre-identified early actions, while a funding mechanism covers the expenses. I have led the development of two Early Action Protocols (one for heat waves and one for flood) which will be implemented by the Vietnam Red Cross if the triggers are reached.
