About Jerusha Murugen

I am a mid-career global public health professional with ten years of public service experience working with federal agencies, international organizations, and foreign policy think tanks in Washington, DC. My skills set includes policy analysis, program implementation and evaluation, policy and report writing, project management, engagement with domestic and foreign health officials, communication materials for wide audiences, and developing and presenting technical public health content at domestic and international conferences. My varied global health policy career has allowed me to gain expertise in international health security, global disease reporting, international and domestic emergency preparedness and response, medical education and research in Africa, noncommunicable diseases in low- and middle-income countries (LMICs), and World Health Organization (WHO) capacity building missions in LMICs. Given my previous experience as the International Health Regulations (IHR) Program Manager on behalf of the U.S. IHR National Focal Point, I am a recognized subject matter expert in U.S. implementation of the WHO IHR (2005), a legally binding international agreement between 196 States Parties and the WHO to monitor, report on, and respond to any events that could pose a threat or potential public health emergency of international concern to global populations.
