About Jesse Payne

I presently serve as Senior Labour Relations Officer for the Health Science Association of Saskatchewan, a large trade union of healthcare professionals, where I engage in members representation, collective bargaining, grievance and arbitration handling and full-scope LR duties across a large portfolio. Previously, I was most recently engaged as a union organizer and negotiator at the University of Regina Faculty Association, where I worked to secure a first collective agreement for Sessional academic staff at First Nations University of Canada. Before arriving in Saskatchewan, I served for 14 years as an elected union officer and union staff representative, organizer and negotiator for members of the Canadian Union of Public Employees. I have negotiated 22 collective agreements, represented over employees across 26 bargaining units, participated in 6 successful union certification drives and 5 strikes, and negotiated 3 first contracts. I have served as Managing Editor of an award-winning union newspaper, developed member outreach and training resources, and undertaken large-scale research projects and mobilization initiatives. I have worked to develop strong, mutually respectful relationships with union members, elected officials and staff, and effective and professional relationships with employer representatives. I am presently a member of USW, and have been a member of COPE Local 397, Canadian Auto Workers, the Canadian Union of Public Employees Locals 3903 and 1281, and the Ontario Secondary School Teachers Federation. I am a member of CPHR in Saskatchewan and a former member of Ontario College of Teachers and the Saskatchewan Professional Teachers Regulatory Board.
