About Jim Carter

My career spans over 30 years, with expertise in cost analysis and recovery, financial and regulatory issues, and compliance. I work with the top 100 research universities, academic medical centers, hospitals, and non-profit institutions. I continue to represent over 40 institutions across the country in negotiating indirect cost rates. As managing director of the costing services practice I lead numerous projects related to compliance, including projects to implement pooled fringe benefit rates, and service center reviews. I have extensive knowledge on a wide variety of government regulations and cost principles including OMB Circulars A-21, A-110, A-122, and other federal regulations such as DHHS Publication OASC-3. Served as lead negotiator for more than 40 universities, hospitals and nonprofits providing strategic support to finalize new indirect cost rates resulting in rate increases. These negotiations have been conducted across the country and include top 50 research institutions. Served as the engagement director for the calculation of Facilities and Administrative (F&A) Rates at more than 50 Universities. Responsible for the successful completion and negotiation of the F&A calculation. Services include the completion of cost analysis, functional space studies, and compliance reviews. A majority of these have led to increases in operating revenues for institutions in the form of reimbursements associated with sponsored projects. Served as the engagement director and negotiator for the calculation and negotiation of Indirect Costs at more than 10 Research Hospitals. Directed the completion and negotiation of the proposal under OASC-3 guidance.
