About Jim Garrard

Jim is the Indiana Water Business lead for AECOM. He previously served as client services manager with CH2M's Indianapolis office. An attorney with over 15 years of local government experience, Jim served as director of the Indianapolis Department of Public Works and head of the Evansville Water and Sewer Utility. Jim’s focus is on wet weather programs, regulatory compliance, and utility operations. As an attorney, consultant, and in leadership roles in Indianapolis and Evansville, Jim has provided regulatory counseling on a variety of environmental matters, including Clean Water Act and NPDES permit compliance, overflow reporting requirements, NPDES permit renewal, and the development of CMOM, CSOOP, and Fat Oil and Grease programs. As director of Indianapolis DPW, Jim led a team of engineers, financial consultants and attorneys in negotiating Indianapolis’ federal consent decree and the development of the initially approved long-term control plan. Jim played a similar role in Evansville, leading a team that negotiated a federal consent decree and developed of an integrated overflow control plan. Garrard also assisted Fort Wayne City Utilities in creating a team of engineering firms to oversee implementation of Fort Wayne’s long term control plan to ensure compliance with a federal consent decree. Before joining CH2M in March 2014, Jim owned his own consulting firm for six years. Jim also served as Director of Economic Development for Indianapolis Mayor Bart Peterson and led a dramatic turnaround of the state’s largest animal welfare agency, Indianapolis Animal Care and Control, serving as Administrator for for two years and launching a not-for-profit entity in support of the agency. After graduating from law school, Jim worked as a deputy attorney general in the Office of the Indiana Attorney General and clerked for the Honorable Justice Robert D. Rucker on both the Indiana Supreme Court and the Indiana Court of Appeals.
