About Joe Zhou
Joe worked in the Chinese central government for 15 years, where he was a director in the Ministry of Commerce (MOFCOM) in charge of energy policy. In the 1990’s, the ministry sent Joe to serve in the Chinese Embassy in Saudi Arabia after the Gulf War, he was then appointed as Economic & Commercial Consul of the Chinese Consulate General in New York during 2002-2006. Joe joined Ogilvy since 2007 to lead its Public Affairs practice in China. He provide senior strategic counsel to leaders in the corporate, government and NGOs. Being a senior regulatory advisor, Joe's specialty is on market access, anti-monopoly, IPR and issue management for those highly regulated industries in China. Joe also advise Chinese government in their nation branding effort, now he is the communication advisor for the Mayors in city of Chengdu and Xi'an. Joe is also the executive director of the Ogilvy-Tsinghua University Program for Public Branding, a think tank that focus on nationa branding research.
