About Joel Pliskin

I am an experienced manager of technology programs and projects in international development, focused on ICT and health, in both French and English-speaking environments. With many years of experience, I am well versed in the special challenges of working in developing economies and in resource-poor areas that may not have any power or communications infrastructure. I build and lead high-performing teams and trustworthy partnerships across countries and time zones, engaging with diverse stakeholders, such as government officials, NGO personnel, multinational aid organizations, UN representatives, corporate funders, customers, clients, and beneficiaries. I combine creativity, analytical thinking, problem-solving, and rigorous project management with market-oriented solutions and real-world knowledge to get things done. My value-add to my clients is the ability to create effective solutions to difficult problems. I have a deep technical background as well as experience in economic modeling and financial analysis. These varied skill sets allow me to look at problems from a variety of angles and communicate well with different audiences. I am proficient at describing technology to non-technical people and translating customer needs into technical requirements and use cases that engineers can use to design solutions. I have more than 25 years of experience in global business, project and program management, with specific expertise in Africa. Among the countries in which I have worked are the Democratic Republic of Congo (DRC), Ethiopia, Ghana, Kenya, Namibia, Nigeria, Rwanda, South Africa, Tanzania and Uganda.
