About Joel Trinkle

Joel serves clients with environmental management projects, especially those that emphasize air quality permitting and compliance. Joel’s work experience includes federal and state air quality permitting, regulatory applicability analyses and compliance audits, and subject matter expert consultation in litigation for clients in electricity generation, petroleum refining, specialty chemicals, forest products, and manufacturing industries. Joel also serves as the Practice Group Lead for Barr’s environmental management client services, including air quality permitting and compliance, stack testing and ambient monitoring, chemicals and waste compliance, environmental management systems, and compliance auditing. An overview of Joel’s project experience includes- Completing air permit and regulatory applicability analyses in over 20 U.S. states for a wide variety of industries. Performs comprehensive review of emissions from new and modified units and estimates upstream and downstream related impacts to determine the overall project emissions increase. Evaluates applicability of federal and state air quality regulations (i.e, PSD, Title V, NSPS, NESHAPs, CAM, RMP, state standards) to the project and source. Provides and implements strategic advice to effectively meet air quality regulations by performing netting analyses, accepting flexible emission caps, purposefully installing cost-effective emission controls, evaluating alternative fuels or raw materials, and refining emission estimates via stack testing or research. Collaborates closely with clients to decide on optimal permitting solutions for long-term business needs- Managing and preparing PSD and Title V permit applications for clients in industries including petroleum refining, ethanol, pulp and paper, wood paneling, food production, electricity generation, chemical manufacturing, and metallic mineral processing. Completes best available control technology (BACT), ambient air quality impacts, and additional soils and vegetation impacts analyses. Negotiates permit conditions with regulatory agencies and clients that relate to emission limitations, compliance monitoring, performance testing, recordkeeping, and reporting requirements- Presenting instructional courses on air quality permitting and compliance to hundreds of professionals. Develops and presents training for regulatory agencies, industry representatives, and environmental consultants on air quality permitting and compliance programs, incorporating the latest in New Source Review policies and recent EPA and State air rulemakings.
