John Benning is a managerial technical specialist at the FAA International Program Office, providing managerial support for a myriad of the divisions international initiatives. Prior to his current role he was the Acting Director of the FAA Accident Investigation Division at the FAA Office of Accident Prevention and Investigation. Prior to this he was the Manager of the FAA International Field Office Management Branch (AFS-54) at FAA National Headquarters. Before his appointment at AFS-54 he was the Manager of the FAA, Frankfurt International Field Office (IFO), responsible for maintaining the FAA's focus on aviation safety throughout Europe, Africa and the Middle East, to include liaison with European Union Member states and National Aviation Authorities subject to Bilateral Aviation Safety Agreements. Mr. Benning also served as the Airworthiness Supervisor at the FAA Seattle Flight Standards District Office and as an International Aviation Safety Inspector at the FAA Frankfurt International Field Office as a Principal Maintenance Inspector for FAA repair stations throughout Europe, Africa and the Middle East and country liaison for several National Aviation Authorities. Prior to Frankfurt International Field Office, in November 1997 Mr. Benning served in the FAA San Francisco Certificate Management Office as an Assistant Partial Program Manager on the United Airlines Certificate. Responsibilities included implementation of key elements of the new Air Transportation Oversight System (ATOS). Mr. Benning is a US Navy Chief Petty Officer (retired). He held various leadership positions during his 24-year active duty career to include maintenance control chief, quality assurance chief, instructor flight engineer, flight simulator instructor and aircraft maintenance division chief. He has over flying hours as P-3 Orion flight engineer, H-3 Skyhawk Helicopter Search and Rescue crewmen and loadmaster on C-2A Greyhound Carrier Onboard Delivery aircraft. Mr. Benning received his Bachelor of Science degree in Professional Aeronautics and Masters degree in Aeronautical Science from Embry Riddle Aeronautical University.
