Background
About John Cowden
Seventeen years continuous service in the United States Coast Guard in various staff and leadership positions of increasing rank and responsibility, culminating in assignment as Executive Petty Officer and Deputy Officer-in-Charge (OIC), U.S. Coast Guard Station Brunswick. During my career, I developed extensive knowledge and expertise in all facets of Law Enforcement, Search and Rescue, Environmental Protection, Fisheries Enforcement, Drug Interdiction, Homeland Security and Humanitarian operations at local, state, and federal levels. Helped develop Tactical Boat Use of Force curriculum, course materials and operational procedures. Served in numerous resource management positions, overseeing unit budgets in excess of one million dollars. Tracked and monitored funds execution, ensuring mission personnel, maintenance and operational requirements were fully supported. Managed and coordinated maintenance and supply activities for unit physical property ashore, support equipment, weapons and operational watercraft up to and including 110 foot class cutters. Developed, established and delivered tactics and training programs at unit and district levels to prepare staff and peers to meet critical mission needs. Functioned as unit liaison officer with numerous external organizations including local, state, and federal law enforcement agencies, emergency management agencies, public health and safety and service organizations (e.g, Beach Patrol, local hospitals, Navy League). Worked proactively to resolve unit operational and personnel problems, including finding solutions to personnel issues, upgrade and maintenance of facilities and equipment, and improving sailor living conditions. Continually strove to enhance my skills, knowledge and education, thereby enhancing my performance and my value as a member of the U.S. Coast Guard team. On my own time and initiative, earned a Bachelors Degree in Homeland Security.
