I specialise in project finance, banking transactions, privatisations and law reform both in the developing and developed world. I have 30 years’ experience in large-scale projects, legal transition work, legislative drafting and assistance to governments, IFIs, lenders, sponsors and equity investors, from initial feasibility analysis to international bidding processes and financial closings, where I try to ensure a clear and early identification of legal issues with a view to proposing the most suitable contractual schemes. A dual U.S. and France-qualified lawyer, I am fluent in both English and French and have extensive experience working in both civil and common law jurisdictions. I have unique expertise in terms of (i) highly visible pilot projects,(ii) representing IFIs, governments and multilateral emerging market related mandates, and (iv)"legal transition" and "policy" mandates. My clients include international financial institutions, concession companies, operators and bidding consortia in infrastructure projects around the world including the following sectors: motorways, airports, ports, energy, water treatment and desalination facilities and telecommunications. I often advise national governments, local governments and other authorities granting concessions or setting up Public-Private Partnerships. I have also drafted international “best practice” concession and laws in the Middle East, Africa, Asia and Eastern Europe.
