About John Devaney
In April of 2010, I assumed the position of Executive Director of Tileston Health Clinic, the Cape Fear region's oldest and largest free clinic serving those without health insurance and whose incomes fall under 300% of the federal poverty guidelines. In August 2011, we changed our name to Cape Fear Clinic, Inc. to better represent the area we serve. I am currently the President & CEO. Before relocating to Wilmington, NC I was Vice President of Operations and Development for The Lohman Group, a Human Services and Healthcare consulting firm. As VP, I assisted clients with operational and development needs, including foundation and public funding requests. I previously created and held the position of Director of Operations for The Legal Aid Society of the District of Columbia (LAS-DC), the oldest and largest legal services organization in Washington, DC. I handled most aspects of the daily operations for a staff of 22 and a budget of more than $1.5 million. In more than eight years at the Whitman-Walker Clinic of Northern Virginia, I held various management positions and oversaw the operations of the largest non-profit HIV/AIDS clinic in Virginia, serving more than 1300 individuals a year with a staff of 25 and volunteer corps of over 300. I have experience managing all aspects of an annual budget of $6+ million and have authored grant and contract applications that, since 1995, have generated over $100 million in direct and indirect revenue. I also have experience planning and executing annual appeals and gala events. I previously held a seat on the Virginia Department of Health’s statewide HIV Testing Committee and frequently consulted with state and private service providers. I have over 30 years of progressively responsible executive experience in diverse work environments including recruitment, supervision, fiscal management, planning and budgeting, contract negotiation, and technology integration. I hold a BS in Sociology from Longwood University. Specialties: DC Department of Mental Health Core Service Agency (CSA) certification (similar to Medicaid MRO), Day Treatment, Assertive Community Treatment (ACT), MH/DD services, Transitional Housing, Residential Treatment, and other service delivery areas, CMS (HCFA) applications, regulations and certifications, creating partnerships and collaborative agreements among various providers, public, non-profit and for-profit.
